Functioned as the GOM Region's first PSM Coordinator and became Marathon E&P Representative on the API committee that revised RP 750 for offshore operations to comply with MMS' new SEMP Program, which later resulted in the publication of API’s RP 75.  Developed written HSE procedures and conducted numerous safety-related training programs for both office and field personnel offshore.

Served eight months temporary assignment at McDermott (Houston) on the joint design team for Marathon’s Sakhalin Island (Russia) project writing HSE design specs, which culminated in a two-week trip to Moscow to present findings.

His responsibilities included assuring all land, drain and river contours met with design and local county engineer requirements; that the hydraulic dredging, excavation and water treatment of contaminated river sediment conformed with USACE and MDEQ air and water permitting requirements; and the delineation, preservation and restoration of ecological receptors.

Accomplishments: Team leader responsible for guiding the development of a real time dredge tracking system using WINOPS GPS binary data and Earth View software. Also led the effort to negotiate and obtain regulatory approval for the installation of erosion and sediment control measures along 1000 feet of the riverbank project boundary. The project was completed under budget and over and above federal and state requirements. The customer was awarded the remaining funds from the allocated settlement to apply to additional remediation projects.
