Achieve and maintain high OSHA compliance.  Establish safety awareness at all organizational levels.  Ensure that my direct report is satisfied with performance, program, and respect from the organization.  Maintain low budget corporate safety function.

D. Strategy:
Integrate, standardize, and manage balanced safety program as determined by the culture or changing culture of the organization.  If organizational culture does not achieve a minimally acceptable safety program (as determined by recent regulatory inspections or internal gap analysis) than lead organizational change. Management of safety program achieved by single facility coordinators (dedicated or collateral duty) with “dotted line” reporting to corporate safety manager.  Outsource certain safety services as necessary such as third party audits and industrial hygiene monitoring.  Safety manager to perform frequent visits of facilities to ensure program efficiency, coach safety coordinators/front line supervision, and to support specific projects.  Establish feedback system to monitor facility safety performance.  Develop critical success drivers for plant managers and safety plans for existing facilities and acquisitions.  Develop a “visual safety program” at the facility level (standardized signage, postings, labels, rules, goals, and visual cues) to ensure an intuitive safety environment {since only a small percentage of required training is retained by the employee}.

E. Specific Safety Programming:
1) Produce corporate safety policy and procedures plan.  Includes safety policy, safety general operating procedure, safety training, incident reporting, OSHA and related regulatory inspections, new or modified process safety review, workers compensation coordination, safety program auditing, business continuity/disaster recovery.
2) Standardized facility safety plans.  Includes  safety rules, safety communication, hazard evaluation, injury and illness reporting, safety training, machinery guarding and energy control, hazard communication, personal protective equipment, contractor safety, hot work, confined space, emergency response, powered industrial trucks,  process safety management, respiratory protection, enzyme safety, blood borne pathogens, hearing conservation, etc.
3) Industrial Hygiene Monitoring.  Establish a plan for each facility and outsource air and other monitoring.  Negotiated annual consultant visits as part of the casualty insurance service plan.
4) Visual Safety Program. I believe that standard training and discipline does not achieve superior safety performance. A safety program on the work floor must be intuitive for the hourly worker.  Examples – a Safety Communication Center which posts accident rates and related data, a “traffic light” signaling a new incident, safety suggestions with company response, safety committee news, incentive programs, etc.  Each logical work area should have a satellite safety communications board which posts specific safety rules, warnings, personal protective equipment assessment, etc.  Safety signage on the work floor should be standardized.
5) Front-line Supervisor Coaching. Customized program for ensuring that supervisors recognize safety issues before they become safety incidents.  This includes the development of a specific short form for formalizing responsibility and following the supervisor through a typical workday to point-out regulatory compliance, best practices, and worker behavior modification.  Each supervisor must be made expert on the specific safety issues under charge.
6) Safety Coordinator Training. Similar to front-line supervisor coaching but with increase detail involving the maintenance of a facility level safety program.
7)  Quantitative Safety Audits. Devised an audit format which assigns a final score based on 100% best of industry practice.  Although quantitative vs. qualitative audits can be debated, this system has resulted in a dramatic improvement in facility compliance.  This is a third-party audit in coordination with the Law Department to achieve attorney-client privilege.  International audits are not quantitative at this time and are intended to achieve local compliance, some standardized safety programming, and evolve to domestic facility safety levels.
8) Annual Safety Performance Report. Distributed to management every April includes safety highlights, corporate DART rate with benchmarks, corporate incurred casualty insurance value, facility safety performance, audit results, safety awards, etc.  A “State of the Safety” address is made to the executive team once per year summarizing the performance report.
9) Process Safety Management – Coordinate OSHA and NJTCPA required programs for three facilities concerning A46 and Dymel blend propellant operations.
10) Workers Compensation Oversight. Chair joint committee to ensure appropriate insurance attention on specific cases and overall approach.
11) Business Continuity/Disaster Recovery. Integrated this program into life safety response program.  Used contractor to perform assessments, devise contingencies, formalize plans, and drill.
12) OSHA Negotiation. Although we endeavor to ensure full compliance, as a human system, safety error can lead to regulatory action.  I have been instrumental in negotiating a best outcome from OSHA inspections resulting in violations.
13) Facility Safety Risk Assessments.  A custom report is developed for use by the facility that outlines frequency, severity potential, OSHA concentration, required programs, and workers compensation trends for the purpose of focusing and prioritizing safety activities.
14) Various other programs depending on priorities.  I serve as an immediate resource for all issues involving safety.  Also, I serve on the Corporate cross function team to maintain company Responsible Care certification.  Note: Responsible Care is the American Chemistry Council’s voluntary program to validate safety, environmental, and security programs.
